中心城区建筑渣土全过程监管工作实施方案为加强建筑渣土全过程监管，依据《中华人民共和国固体废物污染环境防治法》《X市市容环境卫生管理条例》《城市建筑垃圾管理规定》等法规规章，结合我市实际，制定本方案。一、总体要求深化落实“两点”定位、“两地”“两高”目标、发挥“三个作用”和营造良好政治生态的重要指示要求，贯彻落实党中央关于推动成渝地区双城经济圈建设的重大战略部署，按照“监管前移、把控源头”“规范运输、消除污染”“有效处置、循环利用”的原则，健全建筑渣土管理责任体系，建立建筑渣土全过程监督和联单式管理机制，提高建筑渣土管理水平。二、加强建筑渣土全过程监管（一）强化施工现场管理。1.强化建筑渣土源头...
