90后优秀年轻干部培训班讲稿：提升调研能力写好调研报告很高兴来这里来与大家交流如何提升调研能力、写好调研报告这一问题。我想谈以下几点体会：一、先调查后研究，边调查边研究；先调研后写作，边调研边写作：提高机关干部的调研力宋朝大诗人陆游在晚年给他儿子传授写诗经验时写的一首名为《示子谲》诗中的一句：“汝果欲学诗，功夫在诗外”。写诗如此，做调研报告也如此。在写调研报告之前，首先要做好调查研究。第一、选好题，调查报告即成功一半。写调研报告，最重要的是选准题。选题不准，或大而无当，或无关宏旨，或生僻冷门，调研报告写得最好，都没有什么用处。如何把题选好，提高调研报告的实用性、针对性，我的想法是：“三出发”。...
