关于X县以数字化赋能乡村运营的调研报告近年来，X县在实际工作中发现，乡村运营效果欠佳有很多原因，其中最重要的是两个方面：一是“人”的积极性没有充分调动起来，村集体、村民和市场主体参与乡村运营的积极性不高，人才、资本等没有向乡村回流集聚；二是“物”的价值没有充分开发出来，乡村大量资源资产没有得到有效盘活，缺乏能够让资源变现和增值的乡村运营项目。X县针对这些问题，利用数字技术即时、开放、精准、泛在等优势，建立数字化乡村运营平台，将乡村运营项目纳入平台管理，从改变信息收集与公开、记账与分红等方式入手，全面重塑乡村运营项目的策划、招商、经营、收益分配流程，充分调动各方参与积极性，有效盘活乡村资源，畅通...
