在市政府全体（扩大）会议暨政府廉政工作会议上的讲话同志们：今天，我们召开市政府全体扩大会议暨政府廉政工作会议，既是任务部署会，也是工作落实会。主要目的就是进一步统一思想，明确任务，引导各级各部门迅速紧张起来立即行动起来，以定了就干、马上就办的劲头，推动各项工作“开好局、起好步”，为完成年度目标任务奠定坚实基。我重点强调四点意见：第一，“辩证看”，在明晰大势中坚定发展信心当前国际局势、国内环境、区域格局日趋复杂，对于X来说，既面临严峻挑战，又蕴含无限机遇。这就要求我们必须坚持辩证思维方式、掌握系统科学方法，提高把握方向、把握大势、把握全局的能力。正所谓上下同欲者胜。过去一年，在大家的全力拼搏、共...
