河湖清四乱常态化规范化进展分析与对策建议河湖“清四乱”成效显著经过四年多的集中整治，河湖“清四乱”工作取得重大效果，侵占河湖的重大问题实现零新增，历史遗留问题大幅减少，治理成效凸显。一是畅通行洪通道。通过“四乱”问题的清理整治，被占用的水域、滩地逐步还河还湖，河流行洪通道更加畅通，湖泊蓄洪空间扩大，防灾减灾能力大幅提高。二是改善河湖面貌。截至xxxx年xx月底，全国河湖“清四乱”专项行动累计清理整治“四乱”问题xx.x万个，拆除侵占河湖的违建xxxx多万平方米，清理非法占用岸线x万公里，清除河道内垃圾xxxx多万吨，清除非法围堤x万多公里，打击非法采砂船只x.x万多艘。通过集中清理整治，河畅、...
