在2024年全市防范化解金融风险能力提升专题培训班上的辅导报告同志们：防范化解地方债务风险问题，近些年来一直备受国内外广泛关注。“地方债务”主要指与地方政府有关的各类债务。在早期，地方债务一般用地方政府性债务来指代；2018年后，地方债务一般指以债券形式存在的地方显性债务和地方隐性债务。需要指出的是，当前传统的显性、隐性债务二分的划分方式在地方债务管理框架中已不够准确。部分地方已经开始尝试实施“三债统管”的管理方式，将融资平台债务、隐性债务和显性债务纳入统一的管理范畴。这种管理方式更符合当前地方债务管理的实际需求，有助于我们更全面地理解和应对地方债务问题。一、地方债务管理相关政策的演变历程20...
